One of the reasons for this is the expanding number of courses taught in English for public-policy-driven internationalization of higher education. This paper examines courses taught in English in Japan and Korea by looking at the organizations representing international students, which show the homogeneity of international students beyond identity, for their common interest and their necessity of a representative body in relationship to various stakeholders.
